It's a combined cycle facility capable of producing 286 MW electriciy and 750,000 lb/hr of steam. There are two independently operated power trains consisting of Siemens V84.2 CTGs, ABB HRSGs and Siemens STGs.Besides providing the energy needs of the Navy Yard, the cogeneration plant is a strategic supplier of steam and electricity to Consolidated Edison Company and in turn is a leading provider of electricity and steam to the City of New York. GENERAL SUMMARY The Operations Supervisor is responsible for managing the daily operations of the plant. The Operations Supervisor directs the implementation of the Operating Plan and identifies those areas which may need improvement or further development. The Operations Supervisor assures that plant operating conditions are always kept within optimum limits. PRIMARY FUNCTIONS Ensure that thermal and electrical outputs are maintained at maximum levels and efficiencies. Report normal, abnormal or emergency plant conditions to the Plant Manager. Take necessary corrective action in accordance with established policy or at the direction of the Plant Manager. Provide guidance to the maintenance supervisor relative to equipment conditions and required maintenance activities. Motivate, direct and supervise subordinate union personnel to effectively and efficiently accomplish their assigned duties through performance appraisals, reqard, discipline, and management skills. Become thoroughly familiar with Local 30 and Local 3 Collective Bargaining Agreements. Comply with the Environmental QA/QC Manual and ensure compliance with all environmental regulatory requirements when operating the facility. Assist in maintaining all plant chemical and fuel levels required for continue plant operations. Assist in the oversight of the technical training, qualifications and re-qualifications of all Operations personnel. Assist the Environmental, Health and Safety Manager in the documentation and reporting required by facility permits and procedures. Utilize the CMMS for all work orders and ensure maintenance conforms to all work procedures and safe work permit requirements for all operations processes as appropriate. Prepare required reports for the owner and/or utility. Oversee the daily upkeep of necessary plant logs and records. Maintain the plant Operations Manuals and assure that operating policies and procedures are kept up-to-date. Sustain the morale and motivation of operations personnel and handle employee concerns as they arise. Ensure that the water chemistry program for the plant is properly implemented, including testing, inspections, and maintenance of water treatment program. Provide guidance to the chemist in administering the chemistry program. Assist with the preparation and maintenance of the budget for the position’s area of responsibility. Assist with the location, screening and hiring of operating personnel. Complete other tasks as requested or assigned by the O&M Manager. PHYSICAL REQUIREMENTS AND WORKING CONDITIONS Physical requirements include: possibility of working on feet for extensive periods, requiring stair and ladder climbing; and routinely lifting 50 pounds. Protective equipment must be worn in the performance of some duties (e.g. hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves and high voltage protective equipment, etc.). Work with hazardous materials may be required. Work hours are normally Monday - Friday 05:45 to 15:00. "On call" status will periodically be required. Position requires some weekend and holiday work, as required to support plant operations. All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post employment random drug screening. There are extensive smoking restrictions in and around the facility. JOB QUALIFICATIONS Bachelor of Science degree in engineering or equivalent experience required. 5+ years of power plant or similar experience required. Gas turbine experience highly desirable. At least 2 years’ experience supervising technical, supervisory and administrative personnel required. Strong leadership and motivational skills required.
